ElevenLabs Agents is the strongest all-round pick: a free plan with 15 call minutes, a $6 Starter plan, 90+ languages and one agent across phone, web, WhatsApp, SMS and email. Retell AI is the best self-serve phone platform, with $10 in free credits, 20 concurrent calls and a visual flow builder, and no contract. Vapi gives developers the most control over models and voices for a $0.05 hosting fee per minute. Bland bundles its own models into one $0.14 per minute rate and suits regulated industries. Cartesia has the lowest agent rate at $0.03 per minute, and Deepgram's API is the leanest way to add voice to your own product. Synthflow, PolyAI and Thoughtly are sold through sales teams and fit contact centers, large consumer brands and revenue teams.
Short answer
ElevenLabs Agents is the best AI voice agent platform for most teams in 2026, with a free plan and a $6 Starter plan that includes 75 call minutes in 90+ languages. Retell AI suits teams that want a no-contract phone agent builder at $0.07 to $0.31 per minute, and Vapi suits developers who want to choose every model. Cartesia Managed Agents has the lowest agent rate at $0.03 per minute, with a $5 Pro plan.
This list is for teams that want software to hold real phone or web conversations: answering support calls, booking appointments, qualifying leads or adding a voice to an app. We compared documented features and published prices for 9 voice agent platforms and scored each on capabilities, ease of setup and value. Prices come from each vendor's own pricing page in US dollars when we checked. Most platforms charge per minute, and several bill the LLM or telephony on top, so the spec sheet shows the published per-minute rate and what it leaves out.

Price
Free plan with 15 call minutes; Starter $6 per month for 75 minutes, then $0.08 per extra minute plus LLM usage
Quoted from the ElevenLabs Agents pricing page on November 6, 2026:
Then $6 per month
ElevenLabs Agents takes the company's speech models and wraps them in a full agent builder. You set the voice, language, knowledge base, system prompt and workflow in one place, then deploy the same agent to phone, web, WhatsApp, SMS and email, and ElevenLabs states that context carries across those channels. Guardrails, simulations and automated tests run before an agent reaches customers, and built-in analytics track success rate, CSAT and language use. Pricing is easy to follow: the Free plan includes 15 call minutes, Starter costs $6 a month for 75 minutes, Creator $22 for 275, and every plan charges $0.08 per additional minute. LLM usage is billed separately based on the model you pick, and ElevenLabs adds no telephony fee, though Twilio or a SIP provider bills you for the carrier side. The main limits are concurrency, which runs from 4 calls on Free to 40 on Business, and HIPAA BAAs, which require Enterprise.
What it does well
- +Permanent free plan with 15 call minutes and 4 concurrent calls
- +No extra telephony fee on top of the call-minute rate
- +Plans run from $6 to $990 a month, so small and large teams fit
Where it falls short
- −LLM usage is billed on top of the per-minute rate
- −Calls above the concurrency limit cost double at $0.16 per minute
- −BAAs for HIPAA are an Enterprise feature

- 15 minutes of calls, 4 concurrent calls

Price
Pay as you go from $0.07 to $0.31 per minute depending on LLM, voice and telephony; $10 in free credits; Enterprise is custom
Quoted from the Retell AI pricing page on November 6, 2026:
$0.07-$0.31 / min for AI Voice Agents
Retell AI is built for teams that want control of their phone agents without signing an annual contract. Pay as you go comes with $10 in free credits and 20 concurrent calls, and the full platform is open from day one. Each minute is priced from its parts: $0.055 for Retell's voice infrastructure, $0.015 for Retell, Cartesia or OpenAI voices, plus the LLM you choose, which puts the published range at $0.07 to $0.31 per minute. The builder is a drag-and-drop canvas where you add functions, call transfers, DTMF, SMS and custom logic, and the same agent can take inbound calls, run outbound batch campaigns, sit in a website widget or answer texts. Testing is strong, with simulations and a way to turn real production calls into regression tests, and QA can review up to 100% of calls. Custom MSA and DPA terms, SSO, dedicated servers and 24/7 support sit on the Enterprise plan.
What it does well
- +No contract: start with $10 in free credits and pay per minute
- +20 concurrent calls included on pay as you go
- +Component prices for every LLM and voice are published
Where it falls short
- −The total per-minute cost depends on several components you choose
- −Custom MSA, SSO and dedicated servers need the Enterprise plan
- −Live 24/7 support portal is Enterprise only
- Free credits
- $10 to start
- Voice infrastructure
- $0.055 per minute
- Concurrent calls
- 20 included on pay as you go

Price
Usage only: $0.05 per minute Vapi hosting plus models at cost and $5 in free credits; Core package $29 per month
Quoted from the Vapi pricing page on November 6, 2026:
Pre-paid, $0.05/min Vapi hosting
Vapi is the most configurable platform here, and it is aimed squarely at developers. Every agent is assembled from a transcriber, an intelligence model and a voice that you choose from Vapi's catalog, with provider costs passed through at no markup and Vapi charging $0.05 a minute for hosting. Its own calculator shows 1,000 minutes with Deepgram, OpenAI and ElevenLabs landing between $82 and $129 a month. You can start with $5 in free credits, one Vapi phone number and 4 concurrent calls, then add a Core package at $29 a month for 10 concurrent calls, 5 numbers, 30 days of data retention and zero data retention. Pro starts at $999 a month with an uptime SLA and Slack support. Testing, simulation and monitoring are included on every plan. The tradeoffs are setup effort, since you have to make model and telephony choices yourself, and compliance cost, because HIPAA eligibility is a $2,000 monthly add-on.
What it does well
- +Start free with $5 in credits and pay only for minutes used
- +Wide choice of models and voices with no markup
- +Core package adds zero data retention and 10 concurrent calls for $29 a month
Where it falls short
- −Real cost per minute depends on the models you add on top of $0.05
- −Usage-only accounts get 4 concurrent calls and community support
- −HIPAA eligibility is a $2,000 per month add-on
- Free credits
- $5

Price
Start: $0.14 per minute with no platform fee and no card required; Build: $0.12 per minute plus $299 per month
Quoted from the Bland pricing page on November 6, 2026:
$0.14 /min $0 platform fee
Bland takes a different route from most platforms here: it runs its own speech recognition, language model and voice instead of stitching together outside vendors, and it argues this keeps call data from leaving its systems. For buyers, that means one per-minute rate with no token charges. Start costs $0.14 a minute with no platform fee and no card, and includes credits plus an inbound number, but it caps you at 10 concurrent calls and 100 calls a day. Build lowers the rate to $0.12 a minute for a $299 monthly fee and lifts limits to 50 concurrent calls and 2,000 calls a day. Transfer time costs less than talk time, and teams that bring their own telephony skip transfer fees. Bland lists SOC 2 Type II, HIPAA with a BAA, ISO 27001 and FedRAMP 20x Class A. Some advanced features, including warm transfers, depend on plan tier, so check the comparison table first.
What it does well
- +One per-minute rate covers the LLM, transcription and voice
- +Start plan needs no card and includes an inbound number
- +Lists SOC 2 Type II, HIPAA with BAA and ISO 27001
Where it falls short
- −Start caps you at 100 calls a day and 10 concurrent calls
- −Some advanced features, such as warm transfers, are not on every plan
- −Build adds a $299 monthly platform fee
- Start plan
- $0.14/min, 10 concurrent calls, 100 calls a day
- Build plan
- $0.12/min plus $299/month, 2,000 calls a day

Price
Free plan with $1 of agent usage a month; Pro $5 per month with $5 of agent usage; agents $0.03 per minute plus LLM and telephony
Quoted from the Cartesia Managed Agents pricing page on November 6, 2026:
Pro $5 /mo Select Pro 100K credits / month $5 prepaid agents / month
Cartesia is best known for its Sonic text-to-speech model, and Managed Agents puts its speech models behind a full voice agent. Cartesia handles listening, turn-taking, interruptions, tool calls and knowledge retrieval, while an LLM you choose writes each reply. The pricing is the lowest we found: agent minutes cost $0.03, and each plan includes prepaid agent dollars equal to its price, so Pro at $5 covers about 2 hours and 47 minutes of agent time and Startup at $49 about 27 hours. LLM usage is billed separately, and calls on a Cartesia number add $0.014 a minute. Agents take inbound calls and can dial batches of up to 5,000 numbers through a Cartesia, Twilio or SIP number. You can call an agent from the browser and score the call with metrics you write, and every call keeps a recording, transcript and summary. Integrations are thinner than on the no-code builders above.
What it does well
- +Lowest published agent rate here at $0.03 per minute
- +Plans include prepaid agent dollars equal to the plan price
- +Free plan includes one phone number and 8 concurrent calls
Where it falls short
- −LLM usage during calls is billed separately
- −Telephony adds $0.014 per minute on Cartesia numbers
- −Smaller integration catalog than no-code builders

Price
Pay as you go with $200 in free credit; Standard $0.075 per minute, from $0.050 per minute when you bring your own LLM and TTS
Quoted from the Deepgram Voice Agent API pricing page on November 6, 2026:
Custom, BYO LLM and TTS $0.050 / min
Deepgram's Voice Agent API is the most developer-focused entry on this list. Instead of a visual builder, you get one WebSocket that takes audio in and returns audio out, with Deepgram running speech-to-text, LLM orchestration and text-to-speech in between. End-of-turn detection, barge-in handling and function calling live inside the API, and you can change the model, voice or context during a call without stopping it. Automatic fallback keeps an LLM or voice outage from dropping the call, and endpoints run in global, EU, India and Australia regions. Pay as you go starts with $200 in free credit. The Standard rate is $0.075 a minute with Deepgram's managed LLM and voice, falling to $0.050 when you bring both your own LLM and TTS, and Growth customers who prepay for the year get lower rates. Because it is an API, your team builds the app, admin screens and reporting around it.
What it does well
- +$200 in free credit with no card required
- +Standard rate includes a managed LLM and voice
- +Lower rates when you bring your own models
Where it falls short
- −An API, not a no-code builder, so you need developers
- −Delivered as an API, so your team builds the surrounding app
- −Growth plan requires prepaying for a year to get lower rates
- Free credit
- $200

Synthflow has moved fully upmarket. Its pricing page states that every new deployment starts on an annual enterprise agreement, with no free plan, no trial and no per-minute rate, and the contract is scoped to your call volume, phone system, integrations, security needs and launch support. What you get in return is depth in phone systems: built-in connections for Zoom, Five9, RingCentral, 8x8, Twilio, Telnyx, Vonage and Freshcaller, with Genesys and other SIP carriers connected through an enterprise setup. Agents read and write your CRM, help desk and calendar through 200+ integrations, let callers switch language halfway through, and hand over the full transcript on a warm transfer. Synthflow says agents reply in under half a second and that it handles more than 1M calls a day. BPOs can run it under their own brand. Smaller teams should look elsewhere, since there is no way to try it without a sales call.
What it does well
- +Works inside the phone system you already run
- +Forward-deployed engineers can build and launch agents
- +Trust Center lists SOC 2 Type 2, ISO 27001 and PCI DSS
Where it falls short
- −No free plan, trial or per-minute rate
- −Sold only as an annual enterprise agreement
- −SMS and WhatsApp agents are limited to US workspaces

Price
Platform: per-minute pricing by quote, including improvements, maintenance and 24/7 support; Dialog-RSN-1 API: 2 cents per connected minute
Quoted from the PolyAI pricing page on November 6, 2026:
Connected minute, billed per second 2¢ per min
PolyAI sells finished voice agents to large consumer brands in hotels, retail, telecom, utilities and healthcare, and it runs them on its own dialog models. The platform is priced per minute through a sales quote, and that price includes proactive improvements, maintenance and 24/7 support, so PolyAI keeps tuning the agent after launch. Agents are built in Dialog Studio, which covers no-code through full code, and the same agent can work across voice, chat and messaging. PolyAI lists data residency in the US, UK, EU and APAC, guardrails and PII redaction, and certifications for SOC 2 Type 2, ISO 27001, PCI DSS and GDPR. Developers can also call its Dialog-RSN-1 model directly at 2 cents per connected minute, billed per second, with 10 concurrent calls included, but that is a model for custom voice stacks rather than a ready agent. Small businesses will find the sales-led process heavy for their needs.
What it does well
- +Platform price includes ongoing improvements and 24/7 support
- +Lists 99.994% uptime over the trailing twelve months
- +Certified SOC 2 Type 2, ISO 27001, PCI DSS and GDPR
Where it falls short
- −Platform pricing is only available through sales
- −The 2 cent API rate covers the model only, not a finished agent
- −Built for enterprise volume rather than small teams
- Scale
- Hundreds of millions of calls a year, per the vendor
- API free credit
- $100 for new accounts, limited time
- Concurrency
- 10 included on the API

Thoughtly is a voice agent platform aimed at sales and revenue teams rather than support desks. Every plan includes voice, SMS and iMessage, email follow-up and multi-step workflows, with unlimited usage listed across channels and no per-seat or per-channel fees. Agents sync both ways with HubSpot, Salesforce, Zoho and other CRMs, pass attribution and UTM data through, and connect to 200+ native integrations and a REST API. They speak 34+ languages, and voice cloning takes a 20-second sample. You can choose GPT, Claude or Gemini as the model, use Cartesia and ElevenLabs stock voices, and bring your own Twilio or Telnyx carrier. Flex supports 10 concurrent calls with email support, Scale adds 100+ concurrent calls, auto-QA, a dedicated CSM and an uptime SLA, and Enterprise adds HIPAA, SSO and dedicated infrastructure. The catch is that no plan has a public price, so every route starts with a sales conversation.
What it does well
- +Unlimited usage across channels listed on every plan
- +No per-seat or per-channel fees
- +200+ native integrations plus a REST API

- −No public prices on any plan

Before you pick a product or a plan
Work out the real cost per minute
Headline rates cover different things. Vapi's $0.05 and Retell's $0.055 infrastructure fees exclude the LLM and voice, ElevenLabs and Cartesia exclude the LLM, and Bland's $0.14 covers the LLM, transcription and voice but not telephony. Add the model, voice and carrier costs for your setup, then compare totals at your expected monthly minutes.
Decide between a builder and an API
ElevenLabs, Retell AI and Bland give you a dashboard to design, test and deploy agents. Vapi and Deepgram are built for developers who write code and pick providers. If no one on your team writes code, start with a builder.
Check concurrency and daily limits
Entry plans cap simultaneous calls. Vapi allows 4 without a package, ElevenLabs Free allows 4, Bland Start allows 10 and 100 calls a day, and Retell includes 20. Outbound campaigns and peak-hour support need more lines, which usually means a higher plan or an add-on.
Test on your own phone lines
Most platforms connect to Twilio or a SIP trunk so you can keep your numbers. Synthflow adds native connections for Zoom, Five9, RingCentral and 8x8 phone systems. Run a pilot on real calls before you move all your traffic.
Confirm compliance before you build
Health and finance calls often need a signed BAA or PCI scope. Bland lists HIPAA with a BAA, Vapi sells HIPAA eligibility as a $2,000 monthly add-on, and ElevenLabs, Cartesia and Thoughtly offer BAAs on Enterprise plans.
Questions readers ask
- What is the best AI voice agent platform?
- ElevenLabs Agents is our top pick for most teams: it has a free plan with 15 call minutes, a $6 Starter plan with 75 minutes and agents in 90+ languages. Retell AI is the best alternative for phone-first teams that want a visual builder and pay-as-you-go pricing.
- How much does an AI voice agent cost per minute?
- Published rates run from $0.03 per minute for Cartesia Managed Agents to $0.07 to $0.31 for Retell AI and $0.14 for Bland's Start plan. Many platforms add LLM and telephony charges on top, so compare total cost at your call volume.
- Is there a free AI voice agent platform?
- ElevenLabs Agents has a permanent free plan with 15 call minutes a month, and Cartesia's free plan includes $1 of agent usage a month. Retell AI gives $10 in free credits, Vapi gives $5 and Deepgram gives $200 to start.
- Which voice agent platform is best for developers?
- Vapi lets you choose the transcriber, LLM and voice and passes model costs through at no markup. Deepgram's Voice Agent API runs the whole voice pipeline over one WebSocket from $0.050 per minute when you bring your own LLM and voice.
- Can AI voice agents make outbound calls?
- Yes. Retell AI and Bland support outbound campaigns, and Cartesia can dial batches of up to 5,000 numbers. Check daily call caps and concurrency limits on your plan before running large campaigns.
