The short version
Retell AI is the strongest all-round pick for agencies: a visual builder, outbound campaigns, 20 concurrent calls and no contract, at $0.07 to $0.31 per minute depending on the model and voice. ElevenLabs Agents is the easiest start, with a free plan and monthly plans that include call minutes. Vapi gives developers the most control, with a $0.05 hosting fee, models at cost and agents managed as code. Telnyx is the value pick at volume, bundling STT and TTS into $0.05 per minute with carrier telephony and 500 concurrent calls. Bland has the simplest all-in rate, Cartesia and Ultravox the cheapest entry points, Deepgram the best raw API, and PolyAI the managed enterprise route. We replaced Synthflow and Thoughtly from the original shortlist because both now sell through sales-scoped contracts with no published per-minute rate.
Short answer
Retell AI is the best AI voice agent platform for developers and agencies paying by the minute in 2026, at $0.07 to $0.31 per minute with no contract; ElevenLabs Agents suits teams that want a free plan and a $6 monthly plan with minutes included, and Vapi suits developers who want models at cost on a $0.05 hosting fee. Cartesia costs $0.03 per minute plus the LLM, the lowest agent rate here.
This list is for developers and agencies who build phone agents and pay for them by the minute: booking lines for clinics, after-hours answering for local businesses, outbound reminder campaigns, or voice inside an app. We compared documented features and published prices for 9 platforms and scored each on capabilities, ease of setup and value. Per-minute rates are not like for like. Some cover only hosting, some include speech-to-text and voice, and a few bundle the LLM, so the spec sheet shows each published rate and what sits on top of it. All prices are in US dollars as shown on each vendor's page when we checked.

Pay as you go from $0.07 to $0.31 per minute depending on LLM, voice and telephony; $10 in free credits; Enterprise is custom
Quoted from the Retell AI pricing page on November 7, 2026:
$0.07-$0.31 / min for AI Voice Agents
Retell AI fits the way agencies work: you sign up, get $10 in credits and 20 concurrent calls, and pay only for minutes with no annual contract. The pricing page lists $0.07 to $0.31 per minute for voice agents and its calculator breaks a call into LLM cost, a $0.055 voice infrastructure fee, text-to-speech and telephony, so you can quote a client a real number before you build. Agents are designed on a drag-and-drop canvas with functions, call transfers, DTMF and SMS steps, and the platform adds outbound campaigns with pacing and retries, IVR navigation and live call takeover. Voices come from several providers, including ElevenLabs, Cartesia, OpenAI and Inworld, and calls can run on Retell, Twilio or Telnyx numbers or your own SIP trunk at no extra charge. Retell lists HIPAA, SOC 2 Type II, GDPR and ISO 27001 compliance. The limits: premium models push the rate toward the top of the range, and contract terms, SSO and dedicated support are Enterprise items.
What it does well
- +20 concurrent calls included without a contract
- +Per-minute calculator shows the LLM, voice infrastructure, TTS and telephony split
- +No charge for SIP trunking or custom telephony
Where it falls short
- −Rates range more than fourfold depending on the model and voice you choose
- −Dedicated implementation support and a stable server are paid add-ons
- −Custom MSA, SSO and HIPAA BAA sit on the Enterprise plan
- Free credits
- $10 to start
- Voice infrastructure
- $0.055 per minute
- Concurrent calls
- 20 on pay as you go

Free plan with 15 call minutes; Starter $6 per month with 75 minutes; extra minutes $0.08 plus LLM usage at cost
Quoted from the ElevenLabs Agents pricing page on November 7, 2026:
Then $6 per month
ElevenLabs sells its agent platform as monthly plans with minutes included rather than pure metering. The free plan gives 15 call minutes and 4 concurrent calls, Starter costs $6 a month for 75 minutes, Creator $22 for 275, and Pro $99 for 1,238 minutes with 20 concurrent calls; extra minutes are $0.08, and the LLM and telephony are billed at cost on top. The builder covers system prompts, knowledge bases, workflows and tools, and the same agent can answer phone calls, web chat, WhatsApp, SMS and email without losing context. Guardrails, simulations and automated tests help you check an agent before a client hears it, and analytics track success rate and CSAT. The voice catalog is the main reason many teams start here. For an agency billing per minute, the included-minute plans are simple to resell, but low concurrency on cheaper tiers and Enterprise-only BAAs limit it for busy or regulated lines.
What it does well
- +Permanent free plan with 15 minutes and 4 concurrent calls
- +Paid plans include a block of minutes, which makes client billing easy to plan
- +Telephony and LLM are passed through at cost
Where it falls short
- −Per-minute overage of $0.08 excludes the LLM
- −Concurrency is low on entry plans: 6 on Starter, 10 on Creator
- −BAAs for HIPAA are Enterprise only
- Free plan
- 15 minutes of calls, 4 concurrent calls
- Pro plan
- $99 per month with 1,238 minutes and 20 concurrent calls
- Extra minutes
- $0.08 per minute

Usage based: $0.05 per minute Vapi hosting plus models at cost; $5 in free credits; Core package $29 per month
Quoted from the Vapi pricing page on November 7, 2026:
Pre-paid, $0.05/min Vapi hosting
Vapi is built for developers who want to assemble their own stack. You pay a pre-paid $0.05 per minute hosting fee, and transcription, LLM and voice providers are passed through at cost from a full model catalog. The pricing calculator shows the effect: at 1,000 minutes with Deepgram, OpenAI and ElevenLabs the estimate is $82 to $129 a month. Usage-only accounts get $5 in credits, one phone number and 4 concurrent calls; the $29 Core package raises that to 10 calls and five numbers, and extra lines cost $10 each per month. The developer tooling is the strongest in this list: a CLI, config as code with assistants and tests in git, simulations, and Squads that hand a caller between specialized assistants with context. Vapi telephony, SIP, WebSockets and WebRTC transport are free, with Twilio, Vonage and Telnyx billed by the carrier. The trade-off is setup effort and HIPAA at $2,000 a month.
What it does well
- +Lowest platform fee among builder platforms here at $0.05 per minute
- +Unlimited agents on every plan
- +Strong tooling for teams that ship through pull requests
Where it falls short
- −Total cost depends on several provider lines; the page estimates $82 to $129 for 1,000 minutes
- −Only 4 concurrent calls without a success package
- −HIPAA costs $2,000 per month as an add-on
- Free credits
- $5
- Packages
- Core $29 per month, Pro from $999 per month, Premier custom
- Extra concurrency
- $10 per line per month

Pay as you go: $0.05 per minute for orchestration, STT and TTS; LLM tokens at GPU rates; telephony from $0.0032 per minute
Quoted from the Telnyx Voice AI pricing page on November 7, 2026:
$0.05 per minute. No fine print.
Telnyx is a telecom carrier, and its voice AI offer is priced like one. The voice engine costs $0.05 per minute and includes orchestration, hosted speech-to-text and text-to-speech; LLM tokens are billed at Telnyx GPU rates (the page puts its Kimi model at about $0.006 per minute) or at Anthropic and OpenAI rates, and telephony starts at $0.0032 per minute. Telnyx estimates a production agent at about $0.06 per minute all in. Pay as you go allows 500 concurrent calls, far more than other self-serve plans here, and US numbers cost $1 a month. Agents can use 1,300+ voices through the TTS router and connect to 30+ pre-built integrations. For agencies, the appeal is one vendor for numbers, SMS and the agent. Two caveats: the voice engine rounds each call up to 60 seconds, which raises the cost of short calls, and the builder is more developer-oriented than the dashboards of Retell or ElevenLabs.
What it does well
- +500 concurrent calls on pay as you go
- +Telephony at carrier cost from $0.0032 per minute
- +One invoice for numbers, calls, models and the agent
Where it falls short
- −Voice engine charges round each call up to 60-second increments
- −Volume discounts need a $2,000 monthly minimum
- −Fewer no-code builder features than Retell or ElevenLabs
- Concurrent calls
- 500 on pay as you go
- Growth plan
- $2,000 monthly minimum, 15% off voice, messaging and numbers
- US local numbers
- $1.00 per month

Start: $0.14 per minute with no platform fee and no card required; Build: $0.12 per minute plus $299 per month
Quoted from the Bland pricing page on November 7, 2026:
$0.14 /min $0 platform fee
Bland takes the opposite approach to Vapi: instead of passing through each provider, it quotes one per-minute rate that covers the language model, speech-to-text and text-to-speech, with no token charges. The Start plan costs $0.14 per minute with no platform fee and no card, and includes 10 concurrent calls, 100 calls a day and 10 knowledge bases. Build lowers the rate to $0.12 per minute for a $299 monthly fee and raises limits to 50 concurrent calls and 2,000 calls a day. The pricing page says telephony is billed separately, on your own carrier or Bland's Twilio at cost, and that bring-your-own-telephony customers pay no transfer fees. Bland runs its own models and infrastructure and lists SOC 2 Type II, HIPAA with a BAA, ISO 27001 and FedRAMP 20x Class A. The simple rate is easy to resell, but at $0.14 it costs more than a lean Vapi or Telnyx stack, and the daily call cap on Start limits outbound work.
What it does well
- +No token charges or model-provider pass-throughs
- +No card needed on the Start plan
- +Long compliance list: SOC 2 Type II, HIPAA with BAA, ISO 27001, FedRAMP 20x Class A
Where it falls short
- −Highest self-serve per-minute rate here at $0.14
- −Start is capped at 10 concurrent calls and 100 calls a day
- −Build adds a $299 monthly platform fee
- Start plan
- $0.14 per minute, 10 concurrent calls, 100 calls a day
- Build plan
- $0.12 per minute plus $299 per month, 2,000 calls a day
- Transfers
- $0.05 per transfer minute on Start

Price
Free plan with $1 of agent usage a month; Pro $5 per month with $5 of agent usage; agents $0.03 per minute plus LLM
Quoted from the Cartesia pricing page on November 7, 2026:
Pro $5 /mo Select Pro 100K credits / month $5 prepaid agents / month
Cartesia is best known for its Sonic voice models, and its managed agents are the cheapest per minute here. The pricing page lists agent call time at $0.03 per minute, down from $0.06, with LLM usage billed separately and $0.014 per minute for calls on a Cartesia-provided number. Plans are small: Free includes $1 of agent usage a month, Pro costs $5 with $5 of prepaid agent usage and 100K speech credits, Startup $49 and Scale $299, each with prepaid agent usage equal to the plan price. Concurrency steps from 8 to 12, 20 and 60 calls across tiers, and included phone numbers rise from 1 to 10. Instant voice cloning starts on Pro and pro cloning on Startup. For a developer testing a phone agent or an agency running a few low-volume lines, the entry cost is hard to beat. The platform is thinner than Retell or Bland on campaigns, transfers and visual flow tools.
What it does well
- +Lowest published agent rate in this list
- +Free plan and a $5 entry plan
- +Concurrency rises from 8 to 60 across paid tiers
Where it falls short
- −LLM usage during calls is billed separately
- −Cartesia numbers add $0.014 per minute
- −Fewer builder and campaign features than Retell or Bland
- Plans
- Free, Pro $5, Startup $49, Scale $299, Enterprise
- Concurrent calls
- 8, 12, 20 and 60 across plan tiers
- Telephony
- $0.014 per minute on a Cartesia number

Pay as you go: first 30 minutes free, then $0.05 per minute including TTS; Pro $100 per month billed yearly
Quoted from the Ultravox pricing page on November 7, 2026:
First 30 minutes free, $0.05/min after that.
Ultravox builds its own speech model rather than chaining separate transcription and LLM steps, and publishes the weights on Hugging Face. Its pricing is the plainest here: the first 30 minutes are free, then $0.05 per minute with text-to-speech included, SIP at half a cent per minute, and no surge pricing. Pay as you go allows 5 concurrent calls, one custom voice and two RAG corpora; Pro, at $100 a month on the annual rate, removes the hard concurrency cap and adds an outbound call scheduler, five voices and 20 corpora. Developers work through REST APIs and SDKs for web and mobile, with built-in links to major telephony providers. The UltraVAD model handles turn-taking. Ultravox has been acquired by Inworld, which the site says will speed up its speech-to-speech work, but buyers should watch for plan changes. The low concurrency cap makes pay as you go a test tier for anything beyond small lines.
What it does well
- +Flat $0.05 per minute that includes text-to-speech
- +No surge pricing on any plan
- +30 free minutes and unlimited playground calls
Where it falls short
- −Pay as you go has a hard cap of 5 concurrent calls
- −Pro costs $100 per month at the annual rate to lift caps
- −Acquired by Inworld, so the roadmap may change
- Free minutes
- 30
- SIP
- $0.005 per minute on pay as you go
- Concurrency
- 5 on pay as you go, no hard cap on Pro

Deepgram Voice Agent APIA single WebSocket API that runs speech-to-text, LLM orchestration and text-to-speech, billed per minute of connection time.

Price
Pay as you go with $200 in free credit; $0.075 per minute standard, as low as $0.050 per minute with your own LLM or voice
Quoted from the Deepgram Voice Agent API pricing page on November 7, 2026:
Bring your own LLM or voice and it drops to as low as $0.050/min.
Deepgram's Voice Agent API is infrastructure rather than a dashboard. One WebSocket takes audio in and returns audio out, while Deepgram runs speech-to-text, LLM orchestration, text-to-speech, barge-in and function calling. Pricing is per minute of connection time: $0.075 per minute covers its STT, a managed LLM and TTS, bringing your own LLM or voice drops it to as low as $0.050, and an Advanced tier costs $0.163. New accounts get $200 in free credit with no expiry. Flux turn detection ends a turn in about 260 ms, every turn returns a latency breakdown, and automatic fallback keeps a model failure from ending the call. You can self-host on Kubernetes or pick Global, EU, India or Australia endpoints, and agents understand 60+ languages. Deepgram says over 1,000 organizations have built on the API. The catch for agencies is that there are no numbers, campaigns or visual builder, so you supply telephony and the app logic.
What it does well
- +$200 free credit that does not expire
- +Per-turn latency report on by default
- +Self-hosting option for data control
Where it falls short
- −No phone numbers or call-flow builder; you wire up telephony
- −Advanced model tier costs $0.163 per minute
- −BAAs are for Enterprise customers
- Free credit
- $200
- Languages understood
- 60+
- Organizations building
- 1,000+, per the vendor

PolyAIAn enterprise voice agent company with a managed per-minute platform and a developer API for its Dialog-RSN-1 model at 2 cents per minute.

Platform: per-minute pricing by quote, including improvements, maintenance and 24/7 support; Dialog-RSN-1 API: 2 cents per connected minute, billed per second
Quoted from the PolyAI pricing page on November 7, 2026:
Connected minute, billed per second 2¢ per min
PolyAI sells two things. Its main platform is a managed voice agent for large contact centers, priced per minute by quote, with performance improvements, maintenance and 24/7 support folded into that rate. Separately, the Dialog-RSN-1 API gives developers PolyAI's dialog model for 2 cents per connected minute, billed per second, and new accounts get $100 in credit for a limited time. The pricing page lists SIP connections to your own carrier at no charge, pre-built connectors or any API and MCP server, voice, chat and messaging on the same agents, and test calls, simulations and A/B tests on live traffic at no extra cost. Infrastructure is SOC 2 and ISO 27001 certified. For an enterprise replacing a phone tree, the managed model removes a lot of work. For agencies and small developers, the platform price is not published, and the 2 cent API is one component, not a ready phone agent.
What it does well
- +Lowest model rate here at 2 cents per minute
- +Per-second billing with no rounding up to the minute
- +SOC 2 and ISO 27001 certified infrastructure
Where it falls short
- −Platform pricing requires a sales conversation
- −The 2 cent API rate covers the model, not a full agent stack
- −Built for enterprise contact centers more than small agencies
- API free credit
- $100 for new accounts, limited time
- Billing
- Per second of connected time
- Telephony
- Own carrier over SIP at no charge
Before you pick a product or a plan
Price a full minute, not the headline rate
Vapi's $0.05 covers hosting only. Telnyx's $0.05 adds speech-to-text and voice but not the LLM or carrier. Bland's $0.14 includes the LLM, STT and TTS, and Retell's $0.07 to $0.31 range covers the model and voice you pick. Build one sample agent and price it on each platform at your expected monthly minutes.
Check how short calls are billed
Billing granularity changes the cost of quick calls. PolyAI bills per second, while Telnyx rounds voice engine charges up to 60-second increments. If many of your calls are under a minute, such as confirmations or wrong numbers, this can matter more than the rate.
Match concurrency to the busiest hour
Entry tiers cap simultaneous calls: Vapi allows 4 without a package, Ultravox 5, ElevenLabs Starter 6, Bland Start 10 and Retell 20, while Telnyx pay as you go allows 500. Outbound campaigns and Monday morning support peaks need more lines than the average suggests.
Decide who maintains the agent
Agencies handing agents to client staff should favor a visual builder, as in Retell, ElevenLabs or Bland. Teams with engineers can use Vapi's config as code or Deepgram's WebSocket API and keep every change in version control.
Confirm compliance and telephony early
Health and finance clients may need a BAA. Bland lists HIPAA compliance with a signed BAA, Vapi sells HIPAA as a $2,000 monthly add-on, and ElevenLabs, Deepgram and Retell put BAAs on Enterprise or custom terms. Check whether you can bring your own carrier or SIP trunk so clients keep their numbers.
Questions readers ask
- What is the best AI voice agent platform for agencies?
- Retell AI is our top pick for agencies: no contract, 20 concurrent calls, a visual call-flow builder and outbound campaigns, priced at $0.07 to $0.31 per minute. ElevenLabs Agents is a good alternative if you want monthly plans with minutes included, from $6 a month.
- How much does an AI phone agent cost per minute?
- Published rates in this list run from $0.03 per minute for Cartesia agents and $0.05 for Vapi, Telnyx and Ultravox to $0.14 for Bland's Start plan. Several of these exclude the LLM or telephony, and Telnyx estimates a full production agent at about $0.06 per minute on its platform.
- Which voice agent platform is cheapest?
- Cartesia has the lowest published agent rate at $0.03 per minute, with the LLM billed separately and a $5 Pro plan. For an all-in rate that includes the LLM, Bland charges $0.14 per minute with no platform fee on its Start plan.
- Can I use my own phone numbers?
- Yes on most platforms. Retell does not charge for SIP trunking or custom telephony, Bland supports your own carrier or SIP trunk with no transfer fees, PolyAI connects your carrier over SIP at no charge, and Vapi supports Twilio, Vonage and Telnyx.
- Which platforms have a free plan or free credit?
- ElevenLabs Agents and Cartesia have permanent free plans. Retell gives $10 in credits, Vapi $5, Deepgram $200, PolyAI $100 on its API for a limited time, and Ultravox includes 30 free minutes.
