The short version
Browserbase is the most complete platform for agents that browse: cloud browsers, Search and Fetch APIs, a runtime and a model gateway under one key, with a $20 Developer plan. Browser Use is the value leader at $0.02 per browser hour with no subscription, and Hyperbrowser bundles browsers, sandboxes and web data on one credit balance from $30 a month. Browserless is the mature choice for migrating existing scripts and the only one here with licensed self-hosting, while Steel offers an open-source browser API with human takeover. Apify wins when a ready-made scraper already exists, Skyvern suits portal-heavy back-office work, Bright Data bundles unblocking for protected sites, and Axiom.ai is the pick for people who do not code.
Short answer
Browserbase is the best browser automation tool for developers running AI agents in production in 2026, with a free plan and Developer from $20 a month; Browser Use suits cost-sensitive agent builders who want pay-as-you-go browsers; Browser Use is also the cheapest at $0.02 per browser hour, and Axiom.ai has the lowest monthly plan at $15.
This list is for developers and AI agent builders who need to drive real browsers for scraping, end-to-end testing or task automation, plus a few people who want the same result without code. It covers hosted browser APIs that your Playwright, Puppeteer or Selenium scripts connect to, AI agent platforms that run browser tasks from a prompt, a scraping marketplace and a no-code bot builder. Free libraries such as Playwright, Puppeteer and Selenium are not ranked, since most tools here run them for you. We compared documented features and published prices on each vendor's own pages and scored capabilities at 40%, ease of setup at 30% and value at 30%. Starting prices are the cheapest paid option in USD, which for usage-billed vendors is the per-hour or per-GB rate.

Price
No subscription; cloud browsers $0.02 per browser hour, home-IP proxy $5 per GB, credits from $5
Quoted from the Browser Use pricing page on November 7, 2026:
Our cloud browsers $0.02 / hour
Browser Use is the value pick. Its pricing page has no subscription at all: cloud browsers cost $0.02 per browser hour, home-IP proxy traffic is $5 per GB, CAPTCHA solving is included, and credits start at $5 and never expire. On top of the browsers it sells web agents that take a task and return JSON, priced at a $0.006 median per task on its fastest model, and it publishes per-token rates for the models it hosts, with bring-your-own-key at provider cost plus 0.2x. The free, MIT-licensed Browser Harness lets Claude Code and Codex drive your own Chrome or its cloud browsers. Enterprise buyers get on-prem deployment, EU data residency, HIPAA and zero data retention. The catch is concurrency: you start at 10 browsers at once and move up to 50, 250, 500 and 1,000 only as your total payments grow, and traffic, not browser time, will dominate most bills. For cost-sensitive agent work it is hard to beat.
What it does well
- +$0.02 per browser hour is the lowest browser rate on this list
- +Credits never expire and there is no subscription
- +SOC 2 Type II and a signed DPA on the self-serve tier
Where it falls short
- −Home-IP proxy traffic at $5 per GB is usually the larger part of the bill
- −Concurrency above 10 unlocks only after total spend reaches set thresholds
- −Free credit is a one-time $1
- Browser rate
- $0.02 per browser hour
- Proxy
- $5 per GB home IP, $0.20 per GB with your own proxy or direct
- Web agents
- $0.006 median task on bu-ultrafast

Free plan with 1 browser hour; Developer from $20 per month; Startup $99 per month; Scale is custom
Quoted from the Browserbase pricing page on November 7, 2026:
Developer Plan $20/mo
Browserbase ranks first because it now sells more than hosted Chrome. Its docs describe one API key that covers cloud browsers, a Search API, a Fetch API that returns pages as markdown, a sandbox runtime called Functions, Agent Identity for logins, and a Model Gateway for major LLMs. Existing scripts connect through Playwright, Puppeteer or Selenium, and the company also maintains Stagehand, an SDK for browser agents with natural language selectors. The Free plan gives 1 browser hour, 3 concurrent browsers and 15-minute sessions, which is enough to test an idea. Developer costs $20 a month for 100 browser hours, 25 concurrent browsers, 1 GB of proxies and automatic captcha solving, then $0.12 per extra hour. Startup at $99 a month raises that to 500 hours and 100 browsers. The trade-offs are proxy caps on the self-serve plans and Advanced stealth only on the custom Scale tier. For agent teams that want one bill for browsers, web data and models, it is the most complete option here.
What it does well
- +Works with Playwright, Puppeteer, Selenium and its own Stagehand SDK
- +Developer plan includes 100 browser hours and 25 concurrent browsers for $20
- +Captcha solving included from the Developer plan
Where it falls short
- −Free plan sessions are capped at 15 minutes
- −Stealth mode is Basic until the custom Scale plan
- −Proxy traffic is capped at 1 GB on Developer and 5 GB on Startup
- Free plan
- 1 browser hour, 3 concurrent browsers, 15 minutes per session
- Developer
- $20 a month, 100 browser hours, then $0.12 per browser hour
- Startup
- $99 a month, 500 browser hours, then $0.10 per browser hour
- Data retention

Price
5,000 free credits; Startup $30 per month with $30 of usage; Scale $100 per month
Quoted from the Hyperbrowser pricing page on November 7, 2026:
Startup $30 per month
Hyperbrowser earns third place by putting four products on one credit balance: cloud Chrome sessions, isolated sandboxes, a Web API for fetching, crawling and searching, and hosted browser agents. At 1,000 credits per dollar, the $30 Startup plan returns $30 of usage each month with 25 concurrent sessions, automatic CAPTCHA solving, basic stealth and residential proxies. Scale at $100 a month raises concurrency to 100 and adds premium residential proxies. Browser time is $0.10 per hour on every self-serve plan, proxy data is $10 per GB, and agent steps from HyperAgent or Browser Use add $0.02 each. The homepage lists Playwright, Puppeteer, Node.js and Python SDKs, a CLI and MCP, plus saved profiles and session recordings for debugging. A free account gets 5,000 credits, which the vendor says covers about 50 browser hours, but only one session at a time. Teams that also need sandboxes for code execution will get the most from it.
What it does well
- +Each paid plan's fee comes back as the same amount of usage credit
- +Browser time is $0.10 per hour at the same rate on every self-serve plan
- +Startup includes CAPTCHA solving, basic stealth and residential proxies
Where it falls short
- −Free accounts get one concurrent session
- −Ultra stealth is reserved for Enterprise
- −Agent steps cost $0.02 each on top of browser time
- Free
- 5,000 credits, 1 concurrent session, 7 days retention
- Startup
- $30 a month, 30,000 credits, 25 concurrent sessions
- Scale
- $100 a month, 100,000 credits, 100 concurrent sessions
- Browser rate
- $0.10 per hour
- Startup time

Free plan with 1k units a month; Prototyping from $25 per month billed annually; Starter $140; Scale $350
Quoted from the Browserless pricing page on November 7, 2026:
Prototyping $25 /month billed annually
Browserless is the most mature option here. The vendor cites eight years in production, 175M+ Docker pulls and 2,000+ paying customers, and its pitch is a one-line change: swap Puppeteer's launch() for connect() and keep the rest of your code. Beyond raw browsers it offers BrowserQL for stealth-focused automation, REST APIs for PDFs, screenshots and downloads, an MCP server with search, scrape and crawl tools, its own browser agent and authenticated profiles. The Free plan is unusually generous on features, with 1k units a month, captcha solving, residential and datacenter proxies and Chrome, WebKit and Firefox endpoints, but sessions stop at 2 minutes. Prototyping costs $25 a month billed annually for 20k units and 10 concurrent browsers. Billing takes some care, since a unit is up to 30 seconds per connection and each reconnect starts a new unit. Enterprise adds licensed self-hosting with Docker, Kubernetes and GPU support, which few rivals offer.
What it does well
- +Free plan includes captcha solving and residential proxies
- +Swapping launch() for connect() moves existing scripts over
- +Docker, Kubernetes and air-gapped self-hosting for Enterprise
Where it falls short
- −Free sessions are capped at 2 minutes
- −Units are billed per 30 seconds and reconnects count as new units
- −Self-hosting needs an Enterprise contract
- Free plan
- 1k units a month, 2 concurrent browsers
- Prototyping
- $25 a month billed annually, 20k units, 10 concurrent browsers
- Starter
- $140 a month billed annually, 180k units
- Unit
- Up to 30 seconds of browser time per connection

Launch is $0 a month plus usage with $30 of one-time credits; browser hours $0.10; Scale $250 per month
Quoted from the Steel pricing page on November 7, 2026:
Browser hours $0.10
Steel is the open-source choice among the hosted browser APIs. Steel Browser is published on GitHub, so you can read the code and run it yourself, while the cloud service adds a Sessions API that starts a browser in under a second, persistent profiles so each agent signs in as itself, readable traces and full-resolution session replays. A live viewer lets a person step in for 2FA or a payment and hand control back to the agent. Existing Playwright, Puppeteer or Selenium scripts connect without an agent layer. The Launch tier costs nothing up front, includes $30 of one-time credits, 10 concurrent sessions and up to 3 seats, then charges $0.10 per browser hour, $10 per GB of proxy and $3 per 1,000 captcha solves. The jump to Scale is steep at $250 a month, though it includes $100 of credits, cheaper rates, hour-long sessions and a HIPAA-ready BAA. Stealth browsing is held back for Enterprise.
What it does well
- +Steel Browser is open source and can be self-hosted
- +Launch tier includes 10 concurrent sessions and up to 3 seats
- +Scale drops browser hours to $0.08 and captchas to $1 per 1k
Where it falls short
- −Stealth browser is Enterprise only
- −Launch sessions stop at 15 minutes
- −Scale jumps to $250 a month
- Launch
- $0 a month plus usage, $30 one-time credits
- Browser hours
- $0.10 on Launch, $0.08 on Scale
- Scale
- $250 a month with $100 of credits, 100 concurrent sessions
- Max session

Free plan with $5 of monthly usage; Starter $19 per month plus pay as you go; Scale $199; Business $999
Quoted from the Apify pricing page on November 7, 2026:
Starter $19 / month + pay as you go
Apify takes a different route from the browser APIs above it. Instead of starting with a blank browser, you usually start in Apify Store, which listed 112,177 Actors when we checked: ready-made scrapers and automations that run on Apify's cloud. Developers can build their own Actors from Python, JavaScript or TypeScript templates, use the open-source Crawlee library, and sell Actors to other users. The platform bundles residential, datacenter and Google SERP proxies, an Unblocker, datasets and storage, and an MCP server so AI clients can call Actors directly. The Free plan includes $5 of usage every month. Starter is $19 a month, credited as $19 of usage, with chat support and a Bronze store discount; Scale at $199 lowers compute units from $0.2 to $0.16. The downside is predictability, because each Actor uses its own pricing model, per event, per usage or both. It ranks lower on ease of setup for custom work but is the fastest route for common scraping targets.
What it does well
- +Free plan renews $5 of usage every month
- +Many common scraping jobs need no code at all
- +Developers can earn money by publishing Actors
Where it falls short
- −Costs vary by Actor and pricing model, so bills are harder to predict
- −Concurrent runs are capped at 5 on Free and 32 on Starter
- −SSO is not on self-serve plans
- Free plan
- $5 a month of usage, $0.2 per compute unit
- Starter
- $19 a month plus pay as you go
- Scale
- $199 a month, $0.16 per compute unit
- Residential proxy
- $8 per GB on Free and Starter
- Annual discount
- 10% when billed annually

14-day free trial; Hobby $29 per month for 30,000 credits; Pro $149 per month; Enterprise custom
Quoted from the Skyvern pricing page on November 7, 2026:
For side projects and small automations $29/month
Skyvern is aimed less at developers who want a raw browser and more at teams that log in to dozens of portals to download invoices, copy data and fill forms. You can describe a task in Copilot Chat, upload an SOP, demonstrate the task once or use a visual builder, and Skyvern produces a workflow. It handles CAPTCHAs natively, logs in through 2FA and TOTP, targets proxies by country, state or zip code, and explains each action it takes. Developers get Python and TypeScript SDKs, MCP support, webhooks and Docker images for self-hosting the open-source project. Every self-serve plan starts with a 14-day trial of 30,000 credits. Hobby then costs $29 a month for about 1,200 actions and 10 concurrent runs, and Pro is $149 a month for about 6,200 actions, residential proxies and team workspaces. Per action it costs more than the infrastructure vendors, which is why value scores lower, but it saves building the agent yourself.
What it does well
- +Built for logins, 2FA and CAPTCHAs on business portals
- +Open source, with self-hosting via Docker
- +Zapier, Make, n8n and Workato integrations
Where it falls short
- −No permanent free plan, only a 14-day trial
- −Hobby covers about 1,200 actions a month
- −Residential proxies start on the $149 Pro plan
- Free trial
- 14 days with 30,000 credits
- Hobby
- $29 a month, 30,000 credits, about 1,200 actions
- Pro
- $149 a month, 150,000 credits, 25 concurrent runs
- Compliance
- SOC 2 Type II and HIPAA

Price
2 free hours of runtime to try; Starter $15 per month; Pro $50; Pro Max $150; Ultimate $250
Quoted from the Axiom.ai pricing page on November 7, 2026:
Perfect for beginners to try out ideas and test bots $15/month
Axiom.ai is the only tool on this list built first for people who do not write code. You build a bot by combining steps in a visual builder, pick data with a point-and-click scraper, add logic and filters, and run it in your browser through the desktop app or on Axiom's cloud. Desktop runs have no concurrency or time limit, and the vendor says bot results stay on your computer. Developers are not left out: a Chrome API accepts Puppeteer, Playwright or any CDP client, a Step API wraps common actions, and an Orchestrate API triggers runs over REST. The desktop app ships an MCP server so Claude or Cursor can build bots. Pricing is by cloud runtime: Starter is $15 a month for 5 hours, Pro $50 for 30 hours with webhooks and the API, and Ultimate $250 for 250 hours and 20 concurrent cloud bots. Heavy cloud use gets expensive quickly, so it fits personal and small team automation best.
What it does well
- +Easiest setup on this list for non-developers
- +Desktop runs keep data on your own machine
- +Saved logins and 1Password support handle 2FA
Where it falls short
- −Starter allows 5 runtime hours a month
- −Cloud runs are limited to 1 bot at a time below Pro Max
- −Webhooks and API arrive only from the $50 Pro plan
- Trial
- 2 free hours of runtime, no credit card
- Starter
- $15 a month, 5 hours runtime
- Pro
- $50 a month, 30 hours runtime, webhooks and API
- Ultimate
- $250 a month, 250 hours, 20 concurrent cloud bots
- Desktop
- Unlimited concurrency

Price
Free tier with 1GB a month; pay as you go from $5 per GB; Scale plans and Enterprise available
Quoted from the Bright Data Browser API pricing page on November 7, 2026:
Browser API Starts from $5/GB
Bright Data's Browser API, which its FAQ also calls Scraping Browser, is the proxy giant's answer to hosted browsers. It runs headful Chromium browsers that you control from Puppeteer, Playwright or Selenium by changing one endpoint, and it handles CAPTCHA solving, fingerprinting, retries, headers, cookies and JavaScript rendering behind the scenes using Bright Data's own proxy network. The pricing page lists a free tier with 1GB a month, pay as you go from $5 per GB with no monthly commitment, slider-based Scale plans and Enterprise packages with SSO and audit logs; pay as you go and Scale both allow unlimited concurrent sessions. From our location the plan cards showed local currency, and the vendor notes that charges are billed in USD, so we quote only the $5 per GB rate shown in dollars. Because you pay for traffic rather than time, image-heavy pages cost more. It is a strong choice for protected targets, less so for long agent sessions.
What it does well
- +Unblocking, retries and fingerprinting are handled for you
- +No concurrency cap on pay as you go
- +Payment through AWS Marketplace is available
Where it falls short
- −Plan cards showed local currency from our location; only the per-GB rate showed in USD
- −Billing by traffic makes heavy pages expensive
- −Built for data collection rather than agent task flows
- Free tier
- 1GB included per month, no credit card
- Pay as you go
- From $5 per GB
- Concurrency
- Unlimited concurrent sessions
- Frameworks
- Puppeteer, Playwright and Selenium

Before you pick a product or a plan
Decide between a browser and an agent
Browserbase, Browserless, Steel, Hyperbrowser and Bright Data give you browsers that your own code or agent controls. Skyvern and the agent products from Browser Use and Hyperbrowser take a task in plain language and return a result. If you already have Playwright or Puppeteer scripts, a browser API is a one-line change; if you do not want to build the agent, start with an agent platform.
Know what you are billed for
Browserbase, Steel, Hyperbrowser and Browser Use bill by browser hour, Browserless bills units of up to 30 seconds per connection, Bright Data bills per GB of traffic, Apify bills compute units and Actor events, Skyvern bills credits per action and Axiom.ai bills cloud runtime hours. Proxy traffic is often the bigger cost: rates run from $5 per GB on Browser Use to $10 per GB on Steel and Hyperbrowser.
Check session length and concurrency limits
Free and entry tiers cap both. Browserless Free sessions stop at 2 minutes, Browserbase Free and Steel Launch at 15 minutes, and Hyperbrowser Free allows one session at a time. Browser Use raises concurrency only as total spend grows. Long agent tasks need a plan with hour-long sessions.
Look at stealth and captcha handling
Captcha solving is included on Browserless Free, Browser Use, Hyperbrowser paid plans, Browserbase from Developer and Bright Data. Advanced stealth is often reserved for top tiers: Browserbase Scale, Steel Enterprise and Hyperbrowser Enterprise. Scraping protected sites usually needs residential proxies too.
Consider open source and self-hosting
Steel Browser and Skyvern are open source and can run on your servers, Browser Use publishes its MIT-licensed Browser Harness and offers on-prem for enterprise, and Browserless sells a commercial self-hosting license. Apify maintains the open-source Crawlee library. The rest are cloud services.
